Want to apply for a business app

Hello.
We are a Japanese company and would like to apply for a business app to use the biz message api.
A business registration number is required for the application, but we only have a Japanese number.
Is it possible to apply in this case?
Or is it impossible to apply for a business app that is not a Korean company?
