We are an overseas business operating a global digital subscription service, and we would like to integrate Kakao Login into our website as an OAuth/OIDC login option, similar to Google Login.
Our application has already been converted to a Biz App, and I am the Owner of the application.

The platform serves users from multiple countries and regions and provides online customer support and account management services.
Our goal is to use Kakao Login for user authentication and account linking on our website.
We would also like to request permission for the following Kakao Login personal information consent item:
account_email
The email address would be used only for:
- creating and identifying the user’s SubRya account;
- linking the Kakao account to an existing SubRya account;
- account authentication and account recovery;
- essential account-related notifications.
Our website already supports third-party authentication, and our Privacy Policy explains that user information such as name and email address may be obtained from third-party authentication providers when the user chooses third-party login.
However, when we try to request additional features in Kakao Developers, we are required to complete Kakao Account identity verification.
The verification process requires Korean identity information such as a Korean mobile phone number and Korean resident / foreigner registration information. Since we are an overseas business registered in Hong Kong and do not have Korean identity verification credentials, we are unable to complete this step.
Could you please advise whether:
- the Kakao Account identity verification requirement can be waived for our overseas business, or
- there is an alternative verification procedure available for overseas companies?
We can provide any supporting documents required for review, including:
- Hong Kong company registration documents;
- company and service information;
- proof of ownership of the website/domain;
- Privacy Policy and Terms of Service;
- any other supporting documents required by Kakao.

If a separate review is required for the account_email consent item, please let us know what additional documents or information we should submit.
This request is specifically for Kakao Login on our website and access to the account_email consent item. We are not requesting Kakao Moment or advertising API access.
